"Resolution"Material {1}: form at the Ministry of Health and Population Secretariat of mental health and addiction treatment centers subordinated to the Minister of Health and Population directlyArticle {2}: General Secretariat is entrusted with the following:1 - Supervising the hospitals, mental health and addiction treatment centers {Abbasid - Helwan - Heliopolis - Khanka - the world} and may include it from other units.2 - Follow up on work in these units so as to achieve continuous performance improvement and developed.3 - Coordination between these units and other specialized units in order to achieve integration.4 - Suggestion appropriations requested in the draft budget for editing by the plans of the units.5 - review the decisions of boards of directors and adoption of these units.6 - Adoption of the rules of procedure of work and systems of treatment and accommodation units of mental health and addiction treatment centers.7 - Providing advice in the field of mental health care nationwide and offer a Minister of Health and Population.8 - update and modify the proposal and the development of the organizational structures of hospitals and health Alnksip addiction treatment centers.And authorizes the Secretary-General of all financial and administrative powers of the President of the sector.Rule {3}: The Secretariat is studying the laws and resolutions regulating the treatment and psychological treatment of addiction and propose amendments as it deems it within six months from the date of this resolution and display the result of the study to the Minister of Health and Population.
Article {4}: The organizational structure of the General Secretariat as follows:And determine the details of this structure in accordance with the regulatory map attached.1 - Secretary General of the Secretariat.2 - Assistant Secretary.3 - Heads of the specialized sections of the following:4 - Department of Planning and Follow-up5 - Department of the technical inspection and administrative6 - Department of Mental Health Hospitals7 - Department of addiction treatment centers8 - Section financial and administrative9 - SecretariatArticle}: a Board of Directors of the General Secretariat headed by the Minister of Health and Population and the membership of:
1 - Secretary General of the Secretariat.2 - Assistant Secretary and the Rapporteur of the Commission.3 - Legal Adviser to the Minister of Health.4 - Three teachers from the mental health of Egyptian universities.
5 - managers of hospitals and addiction treatment centers6 - Number 3 of the public figures concerned with mental health and the business of one secretarial staff selected by the Secretary-General.Material {6}: Board of Directors meets every three months at the request of the Minister of Health and Population at the invitation of Secretary General of the Secretariat, and whenever necessary so and notify the members of the working agenda before the meeting well in advance. The Secretariat would meet regularly every month of its formation set forth Article {4} and to follow up the work of the Secretariat and whenever necessary at the invitation of the Secretary-GeneralArticle {7}: apply to hospitals and centers run by the Secretariat regarding the financial affairs and administrative rules applicable to specialized medical centers and all matters not otherwise provided in this resolution.Article {8}: The competent authorities and the implementation of this resolution shall be effective from the date of issuance.
