The need for a new law on mental health in Egypt

is limited by applicable law now the law No. 141 of 1944 on the seizure of the mentally ill, as is evident from its name, the rules governing the detention of psychiatric patients in psychiatric hospitals. The law reflects the trend that prevailed when it is published in more than sixty years, when mental illness was seen as an incurable disease and continue throughout life, and therefore, what matters is to protect society from the mentally ill and keep them away behind the walls of clinics. Was seen to these clinics as places of detention rather than a hospital for treatment. The current law already used terms such as "detention" and "release" and "reservation" and "suspects" when referring to the mentally ill. 
Although the law originally designed to codify procedures for detention of psychiatric patients as we have similar deficiencies in that area in many ways: it allows the patient and the conditions of detention that are not well defined detain people may not condition requires that medical terms. The compulsory detention procedures are complex and take into account the urgent circumstances where it is difficult to complete these procedures, which prompted practitioners and parents is always to circumvent them. And the mechanisms of review of detention decisions are a lot of time up to a month after the commencement of detention. And no law provides no right to complain about those decisions. The law gave power to the patient's family exaggerated allow them to keep the patient in the hospital without the need for treatment, which allowed the emergence of situations where the exploitation of patients without any protection. The current law did not include any provisions on the organization of method of treatment in hospitals. 
In addition to all this, the law 141 and are not simply applied in fact, for many reasons, especially the complicated procedures and lack of suitability. Has said a doctor working at a hospital a government mental health researchers to the Egyptian Initiative for Personal Rights:
