Part II
 Mental Health Boards
Article (4):
Established the Ministry of Health and Population National Council for Mental Health, as established directorates in the governorates of Health Affairs, which has one of the facilities provided for in Article (1) local councils for mental health under the supervision of the National Council for Mental Health.


The term of the councils three years, renewable for further periods, and held the boards regularly and that as determined by the Regulations, shall not be held valid unless attended by more than half of the members and make decisions by majority vote of those present and, if equally divided, the views are likely the side of the part of the President.
In the case of absence of the President The Vice President presides over the meeting and if you missed the Vice President chair the meeting, the oldest member, the Chair.
 Chapter I
 National Council for Mental Health:
Article (5):
A National Council for Mental Health in the following manner: -
1. A Vice-President of the Court of Cassation or the equivalent chosen by the President of the Supreme Judicial Council (Chairman).
2. Secretary-General of Mental Health (Vice President)
3. A Vice-President of the Council of State chosen by the President of the State Council (member)
4. One of the heads of psychiatry departments in Egyptian universities chosen by the Minister of Higher Education (Member)
5. One of the first members of the Chamber of the State Council appointed by the Chairman of the State Council (member)
6. A public prosecutor chosen by the heads of the Attorney General (member)
7. One of the agents of the Ministry of Social Solidarity chosen by the Minister of Social Solidarity (member)
8. Head of Central Department of Nursing at the Ministry of Health and Population (member)
9. Chief Medical Examiner (member)
10. Director General of General Department of Mental Health, Ministry of Health and Population (member)
11. A representative of the National Council for Human Rights selected by the Chairman of the Council (member)
12. Director Abbasiya Mental Health (member)
13. President of the Egyptian Psychiatric Association (member)
14. A psychiatrists armed forces not below the rank of colonel nominated by the Director of Medical Services Armed Forces (members)
15. A veto lawyers interested in the patient's psychological issues, chosen by the Bar Council.
16. One member from the associations representing the mentally ill and their families selected by the Minister of Health and Population.
The Council may be assisted by those who see with the expertise and specialization without having a vote in the deliberation. The Council shall appoint a technical secretariat, subsidiary, also appoints the Secretariat for the Council and the Secretariat.
Article (6):
The National Council for Mental Health to oversee the application of the provisions of this law and respect to the initiation of the following tasks:
1. Reservation control and treatment of psychiatric patients and ensure their enjoyment of the guarantees and rights provided for in this Law.
2. Supervision of the local councils of mental health and consider complaints from its decisions.
3. And renewal of registration and cancellation of the facilities provided for in Article (1) of this law and in accordance with the provisions of the Regulations of this law.
4. Create records of the names of psychiatrists who are allowed by the Council to implement the resolutions of entry and compulsory treatment orders and therapeutic evaluation
    Independent in accordance with the provisions of the Regulations of this law.
5. Assignment of doctors registered in the records of the Board to conduct an independent psychological evaluation and examination of applicants and the decisions of judicial rulings at the request of
    Director of the facility.
6. Inspection of the facilities provided for in Article (1) and to ensure their commitment and their employees to apply the standards and procedures required to implement the provisions of
    This law, and has inspectors who are appointed by the Council the authority to judicial officers on the basis of the decision shall be issued by the Minister of Justice in agreement with the Minister
     Health and Population.
7. Consideration of complaints from patients or their families or their representatives and respond within two weeks from the date of filing the petition.
8. Committed to develop policies that ensure respect for the rights and safety of psychiatric patients, as well as publish periodic reports on its work as determined by the Regulations
    Executive.
9. The formation of committees whose membership of the Council who have seen the people of suitable experience and competence in order to review the decisions of entry and compulsory treatment

   Chapter II
 Local Council for Mental Health
Article (7):
 Council is the local mental health as follows: -
1. One of the judges chosen by the President of the Court of First Instance Court (Chairman)
2. A consultant psychiatrist chosen by the Secretary-General to maintain mental health (Vice President)
3. Chairman Department of Psychiatry, Faculty of Medicine to maintain, if any, or the nearest province to it (member)
4. Undersecretary of the Ministry of Social Solidarity to maintain (member)
5. One attorney and agents chosen by the Attorney-General's first year (member)
6. Director of the Department of Medicine to maintain therapeutic (member)
7. Head of Nursing Directorate of Health Affairs to maintain (member)

 Article (8):
The local council of Mental Health to oversee the application of the provisions of this law in the local scope object tags and respect to the initiation of the following tasks:
1. Reservation control and treatment of psychiatric patients and to ensure the enjoyment of the mentally ill safeguards and rights stipulated in this law.
2. Carry out the tasks stipulated in Article (6) of this law, except items (2-3-4).
3. Follow-up to the monthly reports from establishments enshrined on cases of psychological and entry and compulsory treatment orders for treatment.
4. Provide periodic reports of its work to the National Council for Mental Health every three months.
5. The establishment of offices of his mental facilities have the autonomy for the management of the facility and the Executive Regulation of this law the terms of reference and functioning of those offices.
In all Alhattalte required to inform the Board Mental Health Board shall make its decision in that regard within a period not exceeding six working days from the date of informing him of the situation, if the Assembly does not give his decision within that period, it is permissible for the manager of the establishment to take the necessary decisions on the patient in accordance with the provisions of this law .
