Scope of application of law and tariffs
Article (1): The provisions of this law on the following buildings: -
1. Enterprises specialized in psychiatry, whether governmental or private.
2. Psychiatry departments of public and private facilities.
3. Psychiatric centers licensed to do so.
May not be managing entity as a special treat patients with mental illness but on the basis of a license from the Ministry of Health and Population Registry of the National Council for Mental Health in accordance with the procedures and conditions prescribed by the Regulations to this law, to issue a certificate to this registration and will be renewed every five years, provided that the management one doctors licensed to practice the profession of psychiatry. And determined by a decision of the Minister of Health and Population and equipment requirements must be met in the mental health facilities.
Article (2):
Must have the facilities, mental health and departments of psychiatry facilities a special register of patients who underwent access system or mandatory treatment or system commands treatment and that of two images recorded in each of them the name of each patient, surname, age, nationality, and descriptions of distinguishing characteristics and place of residence and date of entry and exit and the name and title of the request entry and industry, place of residence and domicile, and any other data determined by the Minister of Health, must also be established reserves for the period specified by the Health Minister leaves treatment, supporting documents and a photograph of each patient to be at the disposal of boards of mental health.

Article (3): In applying the provisions of this law, the following words and phrases shall have the meanings assigned to them:
1 - mental disorder:
Is suffering from any disorder of psychological functions to limit the degree of adaptation of the individual with his social environment, and does not include psychological disorder in this law has only: the behavior is contrary to the customs and traditions or simply abuse of alcohol or drugs.
2 - practitioner:
Is a physician licensed to practice the profession of the Medical Association, did not get a degree in psychiatry.
3 - psychiatrist:
Is happening on the degree of doctor specialized in psychiatry in the Arab Republic of Egypt or the equivalent of foreign degrees and the Registrar of the Medical Association on the agenda of specialists or consultants.
4 - the psychiatrist in charge of the patient:
Is a psychiatrist who holds the post of Specialist or Consultant or equivalent and entrusted with the care of the patient.
5 - voluntary access to the facility:
Is the entry of the patient to the hospital after the explicit consent based on the will of free and informed.
6 - Mandatory entry of the facility:
Is to enter the patient to the hospital without his will, in the cases determined by this law.
