Persisting the Dissension
Persisting the dissension comprised the second stage of the BSPP, Hoping for a better life. The second stage was defined as the transition of the burden of loss experienced in Stage One to externalized behaviors. In most cases, youth had displayed these external behaviors for some time before actually being placed in detention. Table 5.3 demonstrates the offenses, or charges, with which each youth reported had caused their being detained. The table also indicates each youth’s history of maltreatment and number of juvenile detentions.
